Well I think you solved your problem: Use Apache 1.x ;-)

Actually, most hosts are still using Apache 1.x, AFAIK. Why? Because it's
the default Apache in cPanel which powers a LOT of Web host setups
(including mine). It's probably the most popular control panel out there and
while it does run on Apache 2, it's not supported and it's labeled
experimental (meaning many Web hosts won't go near it). I don't know if the
Ensim and Plesk control panels are the same way (I can ask around, if need
be) but I think they both, by default, run 1.x. I'm willing to bet that if
your Web host provides a control panel, they're using one of those three (of
course, if you have your own dedicated box that you're hacking to pieces,
you can run whatever apache you want).
